give employees more opportunities to advane themselves

Prestige from belonging to the country's best promoted, and possibly the world's best marketed, research agency.
Cons
Incredibly low support and guidance given to staff. You will not even be assigned a proper project to work on, even when the management is impressed by your abilities. Lousy computing, no professional software for working. You will have to secure shell to the local university to run your computing research smoothly. Talented people need not apply unless you are really keen on putting your energies down the drain. Dismal salaries to top it off.
Advice to Senior Management
Make 360 degree appraisals mandatory. That means engineers rate their managers, and this will determine if they can stay. Now many Astar managers get away with twiddling their thumbs in their chairs. I know what kind of company I will be moving to next time.
