increase the salary and make it more competitive. have a system of incentive payments based on the performance of a guy or a girl

Great PTO plan and good work/life balance. A lot of old-timers give the place a sense of history, and there is a generally friendly feel. Lots of opportunity for those willing to be brave, get involved, and drive projects. Some startup spirit but with the stability of an established company.
Cons
Cronyism runs rampant, and there is an above-average need to really get on the good side of important people (it feels like being well-liked in the right circles is much more important than actually being a high performer). Nothing will kill your career faster than asking a pointed question to the wrong person, no matter how well intentioned.
Advice to Senior Management
By all means foster enthusiasm and a can-do attitude, this is vital for everyone. However, recognize that not everyone is a born cheerleader, the culture is way too attuned towards people who self-promote and grossly neglects people who quietly get things done.

Things were going down the drain for Ask - so it was a depressing place to be. People were not passionate about the product and it felt like people were just collecting a pay-check.

Yikes - not sure what I could offer in terms of advice.
Pros
Friendly environment, unlimited vacation, respectful management, fun! An excellent place to grow and if you're good, you'll get promoted. Many people have started small and ended big at Ask (for better or for worse).
Cons
Sr. management is a little clueless. Company performance is pitiful.

Hire outside. Stop the backfills.
