Strangely, my entire team sits in US and communication is one hell of a problem.
Also, team org changes happen so often that in a year, I have had 6 different managers.
Advice to Senior Management
Cut short the clause that for internal mobility, 18months is mandatory. Please make it to max 6months so that people who are dissatisfied with their team and work can look for better options inside the CA rather than looking out.

Listen to your people at the lower levels, they are the ones that really know what is going on with the company.
Pros
Management team has propped up a promising technological strategy for at least the next few years. Even though the company is playing catch up in the cloud/SaaS territory, they've recognized the need and are trying very quickly to fill the gap.
Pay is competitive for the Bay Area, and although it's an East Coast company, it is striving to make the necessary compensation changes for those working in a completely different Bay Area compensation environment.
Because of a high turnover rate in the company, starting from individual contributors, to upper level management, there is room to grow, if one should decide to stick it out.

Generally speaking:
The CEO recently described a lack of self-motivation on the parts of employees in the company "passive non-compliance". There are too many legacy employees that display this behavior, and something needs to be done about it.
Speaking for the APM business division based out of the west coast:
Until recently, immediate management chain was very weak in handling individual contributor performance problems. The problem hasn't been rectified yet, and will probably cost them some of there better skilled, self-motivated and top performers, but they are now aware that heads need to be chopped or else it will come back and bite them.
The offshore division is a wreck. Plagued with incompetence starting from the basics - communicating via email, to technical ineptitude. They rely completely on some of the core teams working out of the US, and do their darnedest to push their work responsibilities back to onshore teams without hesitation (and or backlash from upper management). There is a serious leadership problem in the offshore team, and a serious "quality of labor" hiring problem with them as well.
The company has a hard time filling job reqs, and because of this, tends to hire the best of the crop that have applied, not necessarily the best of the best. I have seen how time and time again, this comes back to bite existing employees who have to deal with individuals who work at particular title and receive a particular compensation level, but are less skilled than a fresh-out-of-college graduate, or even a community college-level intern. Most of the times, these hires just don't make the grade, and end up either perpetuating the "passive non-compliance" work environment, or dragging down the productivity of high-performers they surround themselves around and suck the life out of.
Advice to Senior Management
Do not compromise on quality - you need to hire engineers and people who are SMARTER than those already working at the company, and you need to make sure those not meeting expectations are let go ASAP.

Continue to offer work/life balance for the employees. Strive to be the best in the industry with the quality of work produced.

Break apart pieces and form new independent companies. Abandon CA name. Clean house on executives across the board and hire people leaders.
