    Pros

    Good work environment. A lot of good employees working there. If you have family issues, I was lucky that my supervisor worked with me. It felt like family. Laid back.

    Cons

    You have to keep in mind that you do not work for the city to get rich. They will only offer you a raise if you have an offer somewhere else. Little room for promotion, or they like to hire from outside not from within.

    Advice to Management

    Listen to the workers, they have a lot of expertise and knowledge, and have good advices to improve how things get done.

    Pros

    Working with the general public and towards a worthwhile objective. I felt real satisfaction in serving the public and helping others. It was also an instructive experience in bringing together diverse organizations to meet common objectives.

    Cons

    There was almost no communication downstream from those to whom I was assigned to report. I was never evaluated and had no idea how my performance was meeting leadership's objectives.

    Advice to Management

    Core values and objectives should be more than catch phrases. It is OK to communicate with your team. Leading large-scale organizations cannot be done effectively by withholding information and keeping secrets.

    Benefits And compensation are pretty good

    Everything else...the people and higher management. Very political

    The current City manager is progressive and forward thinking
    Economic Development projects citywide

    Cons

    Many older complacent employees stuck in there ways - starting to be weeded out though
    No raises in over years - currently undergoing compensation plan revisions

    Pros

    The best part about working for the City of Norfolk is that you hardly have to be there. Time off in the form of leave and paid holidays is very generous. Work- life balance was great.

    Cons

    There is a lot of cronyism going on in The City so you should be prepared to see unqualified people who are friends with senior management come into positions at a higher pay step than what they will offer the general public. There is very little opportunity for personal growth unless you one of the chosen few. Training has been cut since the economy tanked and is relegated to computer training for software the City doesn't have. I feel like I lost valuable skills during my tenure.

     Many managers have been there since the 80's and still have the mentality that the City of Norfolk is a great place to work. In actuality, the pay is far below the market rate for private jobs and raises have been around 2% across the board for the past three years. Another point of contention is the pension plan. It's great if you can make it 30 years but you are required to contribute 5% of your annual salary. You are not vested until 5 years so when you leave you will receive a payout of the accumulated 5%.

    Management is allowed to mistreat employees without recourse. HR is useless and any complaint filed against a manager by a subordinate usually results in the subordinate being reprimanded. There are cliques and you can be in one day and out the next, especially if you have differing views. The work environment can be considered hostile in most departments and most employees are scared to complain because of the aforementioned statement.

    Advice to Management

    My advice is to the taxpayers. Vote the appointed dead weight out of office and get someone in there that will clean house. Sometimes the only way to make a change is to make a complete change.
