evaluate pay for all management positions, there are supervisors making less than staff and years of service are not rewarded enough.

As the currently 6 year ESP project has progressed, management has reduced resources while increasing workload.

Allow for internal candidates to grow into leadership positions.

The benefits are great. In a bad economy, they were a more stable employer than most. There are some very bright people in the offices whether they're actually employees or they are contractors.
Cons
It is extremely bureaucratic, but unlike most bureaucratic companies, it really lacks defined processes in many areas. The bureaucracy makes it difficult to get things done. Lots of people seem more interested in protecting their turf than being productive. It is like working at a government agency or pre-dot com era corporation. There is a definite class system. Regular employees can watch as window adjacent cubicles sit empty for months or years on end, but cannot occupy those cubicles unless they are management or very, very senior.
Advice to Senior Management
San Francisco is one of the most dynamic and forward looking business environments in the U.S. Delta Dental would serve itself well by adopting some of the processes that make so many other businesses in the city nimble and successful.
Pros
DDPA has come the closest to anything I have ever seen in terms of having a work-life balance. Working in I.T. there are times when this just is not possible, but DDPA does the best job I have seen in the 13 years, I have been in I.T. The salary is solid, but the bonus (approximately 10 percent of salary), and other perks (e.g. cellphone, costco membership, ability to work from home when needed, etc.) more than makes up for a higher paying salary. DDPA is a good, solid company you come to, when you're looking for a solid place to work for years to come.
Cons
The career path is not defined, which isn't always a bad thing. If you are the type of person where you want the chance to do and try and a bunch of different things, you will get that chance at DDPA. If you're looking for a defined career path and expect to be a certain point in so many years, this probably is not for you.

Keep doing what you are doing, morale here is pretty high.

Senior management should be considerate about impacts of their decision making impacts all the employees down stream.
Pros
There are employee benifits are appreciable .. like 5% cash back towards retirement plan.
Health insurance is good. Leave and vacation part is good.
Cons
Growth in the company is very poor. Selection process of candidate is poor. There is no standard for IT alignment , specially in development side.
(this is vision for IT side of this company). There are lot for other area which will be updated soon.

Use cutting age technology and highly skilled employee.

Adequate leadership and managers. Helpful co-workers and a team-oriented environment. Benefits are adequate. Getting time off is not problematic, as long as you put in for it in advance.

Instead of coaching employees to help them advice, management would rather bring in people from outside and it's usually someone related to them.
