Pros
It's fairly easy to keep a low level and stay unnoticed. Compared to private companies it's a good place to work for mothers with children because you can choose an 80% regime. There's little deadline stress involved. Overall performance expectations are not that high. Lots of paid holidays - about 9 weeks a year! At the end of the day, Digipolis is a fairly good place to work if doing your job OK is your best ambition.
Cons
CEO is a string puppet to influential city officials. This lack of backbone allows a lot of office politics creeping in and frustrates staff. Middle management is a mixed bunch - some are quite competent while some individuals are suffering from the Peter principle but still have a lot of influence. Salary is a joke compared to private sector. Money that could be better used for employee motivation is wasted on inefficient operations. Overall, the lack of vision and employee appreciation is eating into job satisfaction.
Advice to Senior Management
Take five minutes a day to walk the floor and make some small talk to staff. Show you care about your people. Praise for good jobs done and be firm but fair about opportunities for improvement. Hold middle management accountable. Evaluate why it's hard to attract talent - hint: salary is only part of it.
