ConsDifficult to advance or move laterally.

Advice to Senior ManagementDo not freeze whole departments or demand people get on a wait list to leave a team. Honor your own time-in-title policy. This should not be happening for management positions.

Only consider hiring people where they fit according to background or where they have applied rather than hiring a person who applied to an administrative position for installation and repair or a sales person to a technical position.

Pay competitively.
