In X cities and Y counties where ACS has a contract, most of the clients happen to be complacent, unionized government employees that feel that YOU are competing with THEM, therefore treating YOU as a second class citizen. It gets even worse if they are a member of SEIU, which is the most gangster union of them all. For example, if you go above and beyond on a software project, they will view it as a territory invasion and will refuse to assign credit when it's due, and then attempt to provoke a response over time to get you laid off. This creates situations where political ACS middle manager weazels will turn a blind eye to such treatment, and remind you that you are a "at will" employee with no rights, that can be let go at any time. At the same time, you will be held down from moving up the ACS ladder, whether you are performing well or not. On both sides of the contract, it is common for middle managers to step over people to earn an incentive bonus. These type of managers are washups in shady government contracting, who do not pass 360 degree reviews in other companies. Sort of like wannabe policemen working at your local strip mall. So what kind of lower level employees are left after the cuts and mistreatment? The ground level employees that are left are people who are lazy, have a glutton for punishment, and cannot get a better job. Because of upcoming municipal defaults, bankrupcies, and bond downgrades, the ACS way of business becomes less sustainable, so maybe that's why they put it up for sale. As Gordon Gekko would say, ACS is a dog with fleas.

Advice to Senior Management

People who create technical innovations and perform ground level work are better and more useful than you. See a person fixing your IT infrastructure? That person is more important than you. Those people are great titans of the world. If a country was run like ACS, there would be no middle class and worker protections.
