The CVS business units face some significant challenges at the corporate level as many lower-level managers tend to operate like the 1980s never ended.
Overall, however, much decision making is made under the radar at the site level, ignoring irrational directives from inexperienced corporate managers, thereby allowing the company to successfully navigate some challenging economic waters.

Legacy layers of bureaucracy that delay decision making and projects. Also many non-functional managers who have no real-world experience are left in charge of making critical business decisions without consulting operational managers.
Advice to Senior Management
Communicate often and honestly. Get senior managers off their duff and out into the hustings, visting the manufacturing sites. Don't make decisions based on assumptions by non-functional managers.
