Supportive and fair.

ProsThey hire from the contractor pool when the need fits, keeping people who are at the top of their game.

ConsThey often let good employees leave if the budget does not allow for hiring, creating a higher turnaround than needed.

Advice to Senior ManagementAllow for stretching of positional budgets to allow retention of key employees. This may raise the budget overall, however the quality of the work returned will be much higher.
