“There was so much "possibility" in terms of the concentration areas but top management just didn't seem to get it.”

Pros – Great location: middle of downtown Silver Spring. IT Department rocks especially Bill, the VP of IT. He's a great leader. The leadership otherwise "lacks" with other managers/VP's.
Cons – The leadership is lacking in most cases. Money was thrown down the Marketing drain and people there haven't received pay raises in years even though many of them deserve it.
Advice to Senior Management – Get your head out of the sand and listen to people around you. There are a lot of good ideas floating around but you just don't seem to listen.
