    Military leadership changes every couple of years, causing variations in vision. The senior civilian leadership extremely controlling, and has driven good people to seek other opportunities

    Constant funding pressure from Congress. Performance expectations that exceed available resources. Short fused tasking, difficult scheduling. Minimal funding for travel.
