Pros

Great work/life balance. You'll never work a minute past your 40 hour work-week. You are never asked to stay late or come in early; everyone treasures their free time. The environment is not cutthroat as it may be in public accounting firms or even private industries. Here, you are only expected to do your job well; you do not have to worry about your co-worker stabbing you in the back.

Cons

The pay is terrible; especially this year after the union negotiated a 7% decrease in pay (4% decrease in salary + 3% mandatory increase into your retirement fund). The morale is very low; there are very high levels of turnover. Everyone is running out the door for their first chance to get into Federal branches of accounting. Management expects a lot from its auditors while providing no technological means to completing the tasks as efficiently as they would like. Computer software system is antiquated, macro-enable workbooks have many bugs, and the overall availability of resources are limited. Coworkers are very bitter about being so invested in staying with the Board until they can fully vest their pensions; they do not want to help newer auditors nor do they want to get to know new faces.

Advice to ManagementAdvice

Allow telecommunication days for auditors to work from home; this will increase efficiency and reduce overhead costs substantially.

State Board of Equalization has as good a staff as any California State Agency.

I worked at California State Board of Equalization

    Pros

Ability to become proficient in learning and applying the sales and use tax law, challenging to resolve complicated tax administration and collection issues, opportunity to promote to various locations in California, opportunity to change type of work classification, ability to provide quality service and be helpful to taxpayers, and the recognition that taxes collected funds the rest of State Government, including schools and colleges, and pays for infrastructure. Second oldest profession in the world. Very good benefits, i.e. holidays, sick leave, vacation leave, medical, dental and vision insurance, and retirement program.

    Cons

Agency is political and the elected Board Members can do pretty much what ever they wish. Due to the politics collecting taxes is often not perceived as being the top priority. The individual Board Members make the hiring decisions for district supervisors and managers, and their decisions can negatively impact supervisors and managers. Slow to make improvements needed to do a superior job collecting taxes and administering the law. Management of the sales and use tax program is too slanted in favor of the audit program. Extremely difficult to terminate employees that have substandard performance.

    Advice to ManagementAdvice

The Chief of Field Operations for the 1st and 2nd Districts should be replaced. The person has been a major factor for a number of supervisor and managers that have left the agency, and the leadership style negatively affects the morale of subordinate supervisors and managers. Need to ensure that employees have adequate influence in getting the tools they need to do their jobs. Need more bottom to top communication rather than the top to bottom that predominates.
