    Pros

Being a branch of the government they should be around for awhile and therefore should give a sense of security to full time workers.

    Cons

There are different classes of workers that provide essentially the same service but are represented by different unions which causes different pay, working conditions and rules.
The On Call Relief position is treated as a 3rd class worker and is not entitled to the same benefits nor do they receive retro pay for work they preformed or expenses incurred while a contract was being resolved, the settlement goes to the route holder.
This position is required to cover all the different routes while the regular carrier is on holiday's or off for other reasons, there is no specific training or preparation provided which results in as much as 25% extra time to do the work while receiving the set amount of pay (paid by route not by the hour) no overtime is paid.

    Advice to ManagementAdvice

Equalize the pay and work standards for jobs that have the same basic functions.
Realize that Relief workers are a valuable asset and structure their pay to fairly compensate them for all the extra work that is required.
