Pros
Overall it was flexible work arrangements, the pay was good, benefits were good. IT is a great place to 'retire on the job' as you can show up, push papers around, attend meetings and lay low.
Cons
There wasn't a true pay for performance culture. you could work your butt off and be provided the same increase in salary as the same as the person who literally slept as his desk. It is a great place to thrive if you are a lazy person. If you are a hard worker and want to innovate, it is unspeakably dreadful. Good ideas about technology are squelched in favor of "the way we've always done it." The organization never seemed to understand that they were a service bureau that provided services through technology. Subpar technology led to subpar service.
Advice to Senior Management
Hire people that are innovators and leaders.
