    Culture and the touchstones that is put in place

    salary - esp for internal applicants. Increase is limited. Also pay scale is typically on lower end of the job range.

    Re-evaluate salary - Some folks fight for the folks to get them where they need to be and others do not even bother. A higher level review needs to oversee this to ensure everyone is well placed and paid.
