Pros

Worthwhile mission and dedicated employees.

Cons

Training and education could be much better. Morale has improved slightly from 2006, but it couldn't have gotten much worse. The public doesn't seem to understand how FEMA works, which causes disillusionment and hostility towards its employees, most of whom are good apples. Being a part of DHS has been a drag on the agency.

Advice to Management

Get managers into leadership courses, figure out how to retain the talented and hard-working employees, figure out a way to clearly communicate what FEMA does to the general public, and develop programs to increase employee morale and unity. And for the President-elect? Beg Chief Paulison to stay.

    Entrust the field personnel to get the job done and let them do it.

    They were informal when providing instructions for you to perfom your job.

    They (most of the times) were less prepared in all senses to perform managerial duties than you to do your job.
