ConsFiscal cliff and budget cut issues have slowed down new employment hiring and caused lay offs/furloughs.
It takes an extensive amount of time for many agencies to contact applicants on employment certificates for interviews/position updates

Advice to Senior ManagementTry to take no more than 4 months scheduling candidates listed on eligible certificates for interviews. If the process is lengthy it would be a great practice to remain in contact with candidates regarding the interview process.
