Opaque and stodgy with talented people

ProsLearn good systems engineering and process engineering skill

ConsFull cost accounting coupled with little innovation have the overall impression of "making the customer happy at all costs." This resulted in alot of unnecessary technical review and systems level meetings. Alot of responsibility with very little support. There is definitely an APL is the best attitude that is tiresome and is not necessarily earned.

Advice to Senior ManagementProvide an attitude of vision and passion. Trust your people. Be adventurous and utilize the considerable talent pool you have to identify game changing areas of research. Don't always be so good with applying the systems approach to the new problem that you did to the last N problems.
