    Pros

    Some really good people, doing really good work for the U.S.

    Cons

    Forced distributions of ratings, management under undo pressure to meet quotas for lower ratings, regardless of true performance as means of cutting costs. Lower ratings for more people, means lower annual merits. IS&GS From it's senior leadership down is the champion of this approach. It's not the right way to do business.

    Advice to Management

    Don't just espouse full spectrum leadership platitudes, live it yourselves.

    Pros

    Great place to start a career, a lot of development programs, got education paid for, training for PM certification and other courses was available. HOwever, I had the right management support to get all of this accomplished. Not many people were as lucky.

    Cons

    It's hard to get a promotion, they only "promote" you; when you have been doing the work of 2 people for 2 years straight. Manament is changing constantly and performance reviews are unfair and given by a manager who you do not directly report to. There is no 360 performance review, management needs to be leaned out. Keep the competent people, and get rid of the excess, i.e., management. Training is hard to come by unless you add it to your Professional training plan early in the year; but there are always "budget" issues, and training is hard to come by as you advance on your career.

    Advice to Management

    Need to keep the people who have been loyal and doing the work for many years. Don't keep 3 layers of management, when it can only be one person taking care of a group. Too much bureacracy. Don't lean out the workforce (worker bees) lean out the management. If a manager can't do the work of his direct reports, he should not be a manager. He should not be promoted to that level. The current management method keeps talented workers out.
