Advice to Senior Management

Doing a Delphi is good to get ideas. May run the questionnaire by HR help writing for clarity of objective or pick-up a book from the library or something on how to write a survey that makes impact.

Let department employees anonymously and individually rate each other on a 1 to 5 scale and then ask the respondent to justify the answers with specifics. That is probably the best way to find an under performing or highly achieving direct/indirect report to that may be under your radar.

More training and continuous improvement in each specific departmental cost center would put us ahead of competition.
