Cons

Long wait time in between Pay increases
Pay raises/bonus are unknown if or when they will occur and Management doesn't know either
Unclear on objectives to receive a promotion
New Employees with less knowledge/skills may end up making more that experienced employees
Every process must go through entire organizational chain before management can approve anything

Advice to Senior Management

More visibility/communication on compensation/career development
Develop a yearly scheduled compensation review process based on Company earnings
Allow Middle/Upper management, for each unit, final approval for low cost/priority decisions
