    Administration-heavy District; overly-focused on quantitative v qualitative evaluation of both staff and students; poor support for students with special needs - emphasis on denying rather than providing services.

    Restore opportunities for teacher initiative and creativity; support identification of and services for students with special needs; more money for teachers in the classroom; reduce class sizes: prioritize it.
