State Farm is an insurance company trying to do software. The understanding of software process is not understood nor wanted. In general, process is very heavy and not flexible. One should not expect to accomplish any task quickly or efficiently. In certain areas, Agile (SCRUM) is being introduced, but the concept is being missed. Most implementations of Agile are shorter time intervals for a complete project.

Advice to Senior Management

State Farm Management says that it values the input of domain experts. That is true if it is what they want to hear.
