    I worked at State of Hawaii full-time (More than 5 years)

    Pros

    Once in the State system, it is easy to find out opportunities for other job positions within the state. Union-negotiated benefits even for non-union workers. Job satisfaction depends greatly on the department and its director, so choose wisely. The same department can have a very different culture depending on the director.

    Cons

    Bureaucracy created by workers who mistake "what they prefer/what they have always done" as a rule or policy.

    Advice to Management

    There doesn't seem to be a functioning procedure for addressing department heads' performance
