1. Advancement/promotion not merit based-promotions based on a few measures that do not reveal best candidates.
2. Little communication that is not clear from management

Communicate more with employees on a regular basis. Be concerned with the performance of employees consistently as opposed to only when it will affect how your performance appears to your own superiors.
