PHS can be a good place to work if you are willing to deal with their status quo

ProsPHS headed up some great projects that really affect the way people view and use public spaces in and around Philadelphia. Neighborhoods were improved, streetscapes were beautified and parks were made more user friendly.
Vacation/Flex time is plentiful and the health benefits are fairly good for a smaller organization.

ConsThe management structure is archaic. Decisions must pass through multiple levels of management before even being considered, let alone implemented. There is a lot of ego-tripping amongst management that keeps good ideas from surfacing and good employees from being promoted.
Pay is relatively low, compared to comparable private sector work.

Advice to Senior ManagementAllow employees to be self-reliant. The unwieldy management structure meant nothing ever got done in a timely manner, as an employee would have to go through two managers, a sub committee and a firing squad of nay-sayers to get anything done.
