ConsLots of infighting, heavy layers of paperwork and bureaucracy, bias against non-French, lack of any real value judgement in hiring, instead relying on insider friends or unqualified panels who are incapable of picking good candidates.

Advice to Senior ManagementUNESCO leadership fails to lead -- too many do what they want without any strategic plan or oversight. Like most of the UN, Unesco suffers from overlapping departments, missions and mandates
