need better information flow, ie from human resources to employees, sometimes i have felt led to believe that advancement is unattainable without 7 or 8 years of service.

Advice to Senior Management

help people to believe they can move up the ladder and they will strive to do so. make sure your HR is not discouraging people from seeking advancement.
