Do you really think people are happy working for you. Look, listen - change things or move. We all understand how desperate you are to get your director title but don't step on your own team while you make your desperate attempt. Understand why people are leaving and change things or you will not only screw yourself but everyone. AND do something about the people who don't work and free lance on Cisco's time.
