IT department is cluttered with Red Tape
A lot of waste in the middle management sector of wellpoint.

Advice to Senior Management

Streamline the business. It seems there is a lot of waste that could be cleaned up within the organization. Also, set up more definitive paths for employees to advance. It seems somewhat unclear what opportunities are available.
