Lacking in top down approach from upper levels causes a huge discrepancy between lifetime employees and recent hires. This company has been through constant transformation since coming out of bankruptcy.
Most highly motivated, goal driven employees who produce do not stick around the organization, based on the last several years.

Improve Management/Executive approach from the top down.
