    Pros

    Good people. Committed to the laboratory mission of extending the bounds of the understanding of nature and physics. There is always something to learn both in the IT field and a wide variety of scientific areas. Where else can you meet world leaders in science and even met Nobel laureates? And contribute to the very foundation of knowledge and innovation that has positioned the US as a world leader in science.

    Cons

    IT leadership has fractured, incomplete strategic vision at best. There is an appreciation of the needs of science, but little practicality or business acumen to drive consistent, long term strategy. Staff hours and budget are squandered on pet projects and ill conceived initiatives that often peter out and never deliver. IT management is not held accountable for delivering value. IT management is often disrespectful and unsupportive of staff. Much too much effort is invested in the appearance of quality and best practices, with little discipline applied to the actual long term improvement of quality or adoption of best practices. The budgeting processes for IT invest too much time in a meaningless level of detail with no strategy for overall optimization of budgeting. Staff and middle management are not empowered, so the smallest decisions require management involvement at the upper and executive levels.

    Advice to ManagementAdvice

    Stop staring at the hood ornament and look far down the road. Spend time setting and maintaining long term strategy while empowering and supporting your team to develop and implement the tactics to support the strategy. And adopt ROI evaluation into decision making to justify why and how you are spending the US tax payers money. And hold IT accountable for providing tangible, measurable value to the mission of the laboratory and the nation.
