“NCTD is an organization that needs a change in leadership”

Pros – Great people in the rank and file

Cons – Poor management with a board that is absent. No basic employe rights which is quite astounding for a public agency, lot's of bad behavior behind closed doors.

Advice to Senior Management – The board needs to conduct a 360 degree review of the management structure at the organization to fix inherent control problems.
