    Pros

Team members want to do their best and start with enthusiasm, because the Agency has a great mission. There are some smaller divisions that try not to embrace the negative culture.

    Cons

Upper management micro-manages the entire organization. They hire people for their skills and abilities, then spend their time looking over their employees' shoulders. Upper mgmt does not trust them to do their job and is very punitive when mistakes are made, punishing the ENTIRE agency for 1-2 person's mistakes. This attitude then filters through the entire organization as a CYA culture.

    Advice to Management

They state that Innovation is one of their values, but are unwilling to take risks or fail, two prerequisites to being innovative (along with actually trusting that their employees will do their job).
