I have been working at SPAWAR Systems Center full-time (more than 5 years)

    Pros

Good for high initiative engineers, scientists, technologists, managers. Unique opportunities are here for those who are willing to learn continually and work outside their comfort zone.
    Excellent work/life balance
Ethics are high. Organization has built trusted relationships with military.

    Cons

Complex bureaucracy. Old fashioned management culture at mid- to high- levels of the hierarchy. Too many policies, procedures, unwritten rules. This bogs down communication, technical work, innovation, new initiatives.
Purely technical contributors struggle to get recognition from management.

    Advice to ManagementAdvice

    Trust and empower all employees.
Commit to learning from new hires and other outsiders who can drive innovation.

    Pros

    Great benefits, and decent pay

    Cons

Employees who have been with the company for over 20 years or so, are the only ones that Management truly listens to. If you have only been with the company for a few years, your opinion will not be valued.

    Advice to ManagementAdvice

Listen to ALL of your employees, not just the ones who have been there the longest. Show everyone that their word matters and are valuable.

    Pros

Very autonomous working environment, tasks are provided and are expected to meet them. Some of the travel can be arduous

    Cons

There can be nepotism, and if you are a former enlisted member without a degree, you should pursue an engineering degree if you seek promotion.

    Advice to ManagementAdvice

The culture at SPAWAR is good, the only thing I would recommend is to try to prevent nepotism, and try to build an avenue for promotion for individuals who are hard workers and provide real value instead of the ones that provide political value.

Cool projects, high starting pay, typical slow/frustrating government hangups and red tape

I worked at SPAWAR Systems Center as an intern (more than 3 years)

    Pros

The projects you get to work on are unique, legitimately interesting, and will keep you motivated. The work-life balance is good, sometimes too good. If you work in the Point Loma location (not the Old Town location) you get a wonderful view of the city every day. It's literally on multimillion dollar property and a national park, gorgeous views.

    Cons

The slow nature of government work and the red tape surrounding project work will eventually take it's toll on you. Working here for a couple years is fine, but try not to make a long career out of it. It's very apparent that the older you are in the company, the less motivated you are to work. Also, purchasing things is a nightmare. At any other company, you can throw something on the company card and order your electronic/cable/material. But here you need to show them that you've looked up multiple other sources and get the purchase approved, this can take a while.

    Advice to ManagementAdvice

There's a huge government-wide problem where if one person screws up, everyone is punished. This is why it takes so long to order things. You can no longer just run down to home depot/frys and buy the things you need to get your job done. Less paperwork and purchase monitoring might mean there's an occasional mishap and lost money, but the decrease in man-hours to order things and increase in productivity because you have the tools you need, would save a lot of money in the long run.

DoD agencies outside of DC have no autonomy, predictable budgeting or real freedom to operate.

    Pros

Pay and benefits are good. There are some really good people there. Historically, there have been a lot of good things done by the organization.

    Cons

Management works for management, not employees, taxpayers or the warfighter. Very disheartening place to work.
Good people and projects are routinely poached by DC area agencies.

    Advice to ManagementAdvice

Most in management are not actually qualified for the job. BIG problem. If you cant go to DC and create your own space and budget to operate in, move aside and find someone who can.

Current Employee - Contract Specialist in Washington, DC

I have been working at SPAWAR Systems Center full-time (more than an year)

    Pros

The Department of the Navy is focused on Enterprise wide information systems to keep the warfighter ever prepared with the best tools and SPAWAR is bringing it to them.

    Cons

Older legacy systems and multiple procurement platforms within the DoD need updated and those who sit on the requirements side need better software analysis tools so that the vendor produces a product that can be upgraded on a consistent basis.

    Advice to ManagementAdvice

Program Managers need to be able to participate on the functional side of contracting. Lack of knowledge about the platforms is inecusable.

I have been working at SPAWAR Systems Center full-time (more than 10 years)

    Pros

    - Family friendly 40 hour per week job.
    - Good benefits: pension, 401k, lots of leave.
    - Lots of flexibility for an engineer to find his niche field and options to create new projects if desired.
    - Great for self-starters: people that want to do their own thing or start their own projects will thrive here.
    - Job security

    Cons

    - so many menial tasks are expected of the Engineer that could easily be done by overhead staff or assistants.
    - Training and experience much slower than industry.
    - Sometimes it's tough to find projects to work on.

    - decent benefits
    - dedicated to their customer
    - lots of growth opportunity at entry and mid level

    Cons

    - senior levels are hard to promote through (not a lot of mobility)
    - eventually salary caps catch up with you mid career
    - gov. in general pays small bonuses.
    - higher level customers tend to be more interested in their agenda rather than what is achievable
