    Pros

    The prospects of candidates entering as class I / Group A service through UPSE selection is good they can reach the top of the ladder. No examination for promotion after entry.

    Cons

    The prospects of candidates entering Railways in class III / Group C, is not encouraging, particularly in technical line. Most cannot dream to come to middle level and some cannot get into Group B service even after putting 30 to 35 tears blemish less service.

    Railway Recruitment Board conducts Exams and select creamy candidates and lists the seniority.

    When it comes to promotion to group B service it again conducts departmental exams.

    By this the seniority is disturbed ans envisages the 5 to 10 year experienced to become bosses to 25 to 38 year serviced employees.

    This not only disturbs the seniority but also brings down the morale.

    Advice to Management

    .If Departmental Examinations are the only means to select candidates for Group B Service then,

                                                   To have a fair selection.

    Railways have it own training centers,

    Through these training centers all the candidates should be given training after a period of time say after completion of 5 to 10 years of service.

    Should conduct exams yearly / half yearly and the candidates should get qualified in all relevant field of Engineering.

    When their turn comes according to seniority and if the candidate had qualified and free from vigilance and other service condition he is to be promoted. Then only a system can have richly experienced employees.

    Conduct correspondence classes and passing the examination can be kept mandatory which can have 5 to 10 subject in relevant field of engineering..

                                                      OR

    Obtaining a degree in the relevant field of engineering.

    The present system of three hours examination to conclude the ability of 30+ year serviced employee is highly objectionable.
