I have been working at State of California full-time for more than 10 years
Pros – At Department of Water Resources there is opportunity to promote, train and grow professionaly if you are willing to take advantage and work a little bit harder to be recognized. Work itself is also very rewarding knowing that you are supporting the 'lifeblood' of the State of California - water.
Cons – It's Government. No matter how progressive your Department may be, rules that come down from the Governor's Office musy be followed - currently that means no travel and therefore missed educational opportunities, as well as an income level , which while somewhat compensated for by the benefits (even those are slowly being whittled away) ids not on a par with provate industry. As a result we have an awful retention issue and the 'best folks' are leaving.
Advice to Senior Management – Try to be as flexible as possible under the rule book to allow your employees to work from home, work flexible hours etc. to make up for the poor compensation. And, as with any Government type job, try to take action against those who do not do their fair share - so the rest of the staff do not have to suffer.

I worked at State of California full-time
Pros – Good benefits and numerous holidays. some agencies allow for telecommuting and/or flex schedules. good work-life balance. all departments suffer from excessive bureaucracy but some are better to work for than others.
Cons – Excessive bureaucracy, resistance to change, little career advancement potential, not the place to work if you value innovation, creativity, and strategy. projects are implemented for the sake doing something with no regard to the actual results.

I have been working at State of California full-time for more than 8 years
Pros – Flexible hours, good benefits, good retirement
Cons – Furloughs due to budget cuts, micromanaging, can't reward hard working employees if their is a freeze or budget cuts, slackers do exist.
Advice to Senior Management – Stop micromanaging the good employees and just save it for the "typical" lazy state worker. All the good people leave when they are treated poorly.
