Lots of training opportunities, nice coworkers, teleworking, flexible hours, commuter incentive programs

give good incentive to good performer;
provide flexiblity for lateral transfer within the agency;
Give working manager more rights,
reduce Human Resources bureauracy and power

diversity is important

If you do not like Engineering, you may find a meaningful job. Positions best suited for this company are accountants, political climbers.
Cons
If the whole concept of engineering, efficiency, project design and management, task completion and ethics are important to you, then you're not a good fit. The top management has successfully encouraged so many employees to leave that they are now in the process of mass hiring.
Advice to Senior Management
Hire some engineers at the top who have the knowledge, ethics and stamina to remove the astounding political control. VDOT has been reduced to the equivalent of the man behind the curtain.
Pros
You are not pushed into doing overtime since you don't get any overtime.
Cons
Wish salaries were better. We haven't gotten a raise in 4 years and insurance costs and other things keep on going up. We don't even get an increase due to cost of living. No parties or rewards for employees to do a good job because we use the Tax dollars.
Advice to Senior Management
Give opportunities to people based on their work and not because they make you feel sorry for them or they are nice to you but don't deserve the raise.
