This is what one would expect. You have to accrue the PTO then request time off when you're ready to use. Sometimes this can be hard in a retail environment, but not a big deal.
Generous in the time offered but you can only take it at certain times of the year and you can lose it if manager does not approve requests earlier in the year and then the Blackout holiday period catches you.

Because it is retail it is easy to take time off. Except if you actually want to spend the holidays with family. They black out time off requests starting mid November to the end of December. Forget about doing anything on Thanksgiving too.
