Vacation and paid time off is great. You also get time off for other reasons as well.

Good: CA like many tech companies switched to a "flexible" PTO policy a few years ago Neutral/Bad: What that really means is your immediate manager sets a number for all of their team members and keeps track of how much time off you take. So how good it is for you depends on your manager. The company gets the benefit of having vacation time owed to you off the books (what they are really trying to accomplish), and you won't get cashed out for it if you leave.

Take as you need vacation, but then they say you can take 3 days for "New Pet Leave" and 1 day for your workanniversary; so which is it - is the "take as you need" not real and your manager has no choice but to give you a day for your work anniversary?
