For maternity leave you use major medical hours, time off is paid at 100% if you have major medical hours to use. I don't know if this applies to paternity leave.

City gives plenty of maternity leave for both mother and father. Management is very sensitive to the work life balance in regards to new family members.

8 to 12 weeks for C-sec depending on the doc letter

This plan depends more on your medical provider. If you have the leave, you are guaranteed the entire 12 weeks allowed by FMLA.
