    For maternity leave you use major medical hours, time off is paid at 100% if you have major medical hours to use. I don't know if this applies to paternity leave.

    The insurance itself is not the bad thing, but the premiums have been on a upward trend and adding kids and a spouse is almost impossible due to the cost per paycheck for the premium.

The City currently contributes 19.64% for general employees. Medical has gotten less ideal over the years, but it seems that's the trend with most places. Most claims come from children and/or spouses. So, premiums are going up due to sick family members.
