Employee has no say on the next development opportunity; it's is all done behind closed doors and supervisor decided what development opportunity one gets. Some employees never get developed and end up leaving company, thus great talent is lost.
Your rank in the pack will likely determine the type of professional development you'll get. That said, asking for development opportunities either from a technical or managerial perspective is carefully considered by management especially if you can draw a "straight-line" to your role and a business need.
