Health Care and Dependent Care Accounts allow eligible employees to set aside money on a pre-tax basis for qualified medical and dependent care expenses. Maximum annual amounts are $2,550 for the health care account and $5,000 for the dependent care account. Amounts set aside in the Dependent Care Account must be used within the same calendar year. $500 in the Health Care Account may be rolled over for use in the next plan year.
Just like every other company, you can put aside money for dependent care or health services pre tax.
This is standard as far as FSA plans are concerned.

Did not participate in this benefit, but it is a nice option.
Since the company only has PHAP HSA health plans you can only use an FSA for dental and vision. If you have those kind of needs then its pretty decent.
