Personal time is allotted, vacation time is accrued.

Reasonable amount assigned per year. If the total amount of vacation hours accrues over 200 hours the employee forfeits them. That means that vacation time is somewhat "mandatory" and that is good for the employee that can recover from the long hours and for the law firm that assures that employees stay happy.
