AFSCME employees get 12 vacation days for 1-4 years of service, then only an additional 3 days at every 5th anniversary.
Average paid holidays. Vacation time accrues more after more years of service.
It's by the hours you work, I believe every 100 hours is 1 day paid vacation or sick pay.
This is the U.S. so whatever is the minimum is for non-medical staff, you'll get. At the bottom of food chain, don't expect anything.
Decent amount of time off allowed. Good if you are able to roll overtime into comp time. Vacation and sick are 2 different banks of accruals.
I'm sure it's on par with other employers in the area. I wouldn't describe it has good though but that's just me.

As you earn you can use no waiting
They accumulate fast. it's about 10 hours every two weeks
I accrue PTO way faster than I can use it (~2 vacation days/month and 1 sick day/month). Theoretically I could leave for a full month every year, and that's on top of the 9 paid holidays! It's reassuring always having some PTO in the bank in case I get sick, get stuck in bad weather or need to recharge.
