According to the IRS tax information provided by the employer, the cost of my healthcare plan was $8k in 2016, and around $4k in 2017, the costs went down but my premium costs went up in 2017 and again in 2018.

If your spouse is offered benefits at his/her employer, you are not entitled to coverage at Penfed.
Health insurance costs are lowered if an employee doesn't smoke and haves an annual physical.
It's pretty standard. Little pricey compared to my wife, but it's OK.
Many hoops to jump through to get the low price they advertise. Wait to get access to another system, sign up, log in, answer questions, send an email stating it was done and attach a copy, schedule an appointment, get tested/measured, have results sent in, wait for credit from the initial payment of the full insurance cost.
