This could easily be a 4 or 5 because Parker has a lot of training programs and does education reimbursement. The reason for the 3 is it is really up to the employee to lead their own development. If more managers actively planned and encouraged development of their employees it would be a 4 or 5.
You have to push for it but Parker is good about providing training for those employees that have the proper ambition.
It exists, but it is really driven by the individual.... don't leave it up to your manager
Doesn't seem to be a budget for it.
