There should be consistency with providers but right now there is not. I believe this is due to improve very soon. What needs to change most is the maternity leave package. Before maternity leave kicks in you have to use all of your PTO first. When you return to work you have no more positive PTO (granted you're allowed to go negative 40 hours on your vacation, but if you ever take off again which you will as a new parent you're vacation will always be negative). Lastly, if you have a child it will be good if your husband/partner has an income too because maternity leave is not paid.
